Nebraska’s transportation system, managed by NDOT, is funded through a mix of sources, including federal aid and a various state taxes including fuel taxes, fees for vehicle purchases and registration, and a dedicated fraction of state income and sales taxes (the state general purpose fund). Looking ahead to 2040, the makeup of NDOT funding will shift as the future of transportation changes. These changes could include the increased adoption of electric vehicles and increases in vehicle fuel efficiency.

1 Baseline revenue forecast assumes annual federal apportionments for highways and transit remain at fiscal year 2020 levels, that state laws regarding NDOT funding sources remain the same, and that drivers of revenue growth such as vehicle miles traveled, sales tax, fuel economy, vehicle ownership, and electric vehicle ownership follow historic trends.
